Description
Adding trucks to a supply hub appears to decrease the amount of supplies that can reach my troops, instead of increasing it. Somehow. I do have enough trucks in reserve.

Steps to Reproduce
Open attached save. Switch motorization levels on and off on the four supply hubs.
Add trucks to the hub, unpause, and look at supply numbers.
Switch back to horses, repeat.
Edit: giving control of the states to someone else, and then asking them back, fixed the problem. So it really seems to have been a bug.
