Description
When upgrading a tank design, if the new design is cheaper than the old design, tanks created with the new design are sent to stockpile instead of replacing the tanks in the field as expected. For instance swapping out the close support gun(4IC) for a small high velocity gun(3IC) the new tanks will not be used for upgrades, only as reinforcement once the CSG-tanks are depleted.

The expected behaviour is that a newer design will replace a older design, even if it is cheaper.

The game properly sees that the Mk1 is newer and does allow to refit the base tanks to the cheaper version, but as they don't replace the tanks in the field its hard to get the old tanks out of the divisions to actually refit them.

In the screenshots below I expect the Mk1 version to replace the base version in the divisions, but they are not.

Steps to Reproduce
create a new version of a tank that is cheaper than the one currently in use in divisions, watch them go straight to stockpile instead of upgrading the tanks in the field sending the old tanks to the stockpile to be available for refitting.
