Hive-minded pops don’t have happiness, which means they don’t have approval. With the 20% bonus from amenities, hive minds don’t have good amenity-providing jobs either. Maintenance drones are often more usefully put to other jobs. This means that hive minds tend not to have good stability. This weakens them a lot since stability equals more production.

hiveminds can go cyborg to reduce the amenities needed by 0.5
hiveminds can go overtuned and get pops that produce 50% more amenities
hiveminds can get a orbital ring building that increase the synapse drone amenities by 1
hiveminds can use 2 minor artifacts to make their synapse drones provide menial output and stability
hiveminds have culture workers that produce unity and amenities as base

In all respect, synapse drones, once built for it, are amazing jobs that provide as much amenities as maintenance drones, give unity and permit you to overcharge the production of your menial planets by 2 minor artifacts

Compare this to say… a trade build. Merchants produce enough trade value for the trade league to fund utopian abundance. Merchants also produce enough amenities for extra 20% bonus. The final 10% can be from various sources such as pacifist peace festival. Pacifist also means 5% stability bonus on top of the 80%. Boom! You got 85% Stability.
Or if you go stratified economy, the political power of a few happy ruler pops could cause the base stability to go over 60%.

Stability is nice. But it's not exactly a goal in itself. In fact, once you get past the early game, hive minds are better off only keeping stability above 25% (after their initial free amenities from the built-in synapse drone jobs and Evaluators), so as not to waste pops on maintenance.

I don't understand either the complaint, or the suggestion that it's supposed to have.

Is this asking for more tools to raise stability, beyond what hives already have? You can always play Progenitor and found a bunch of bulwarks, if you want that.

You'll notice that Hive minds get a discount on empire size effect on science and unity.

Hive minds are intentionally less efficient per pop/planet/etc than non-hive minds.
