In game Yarkand, for some crazy reason, is Despotic Monarchy. And it has horrible generic ideas. It makes a potentially interesting country completely useless so it harms the gameplay; what I cannot understand is, why it is Monarchy not Steppe Horde?

It has been absolutely obviously Khanate, not Kingdom! There was a Yarkand Khanate in 16th and 17th century and it's hard to imagine something different, since it was a successor of Tmurids and Mongols in the arid deserts of Central Asia.

As this mistake harms both gamelay and realism and is very simple to repair, I expect Pdox to fix it ;)

Yarkand before the founding of the Yarkand Khanate represents the Dughlat tribal emirate, which was based from 1465 onward at Yarkand (the state owned Yarkand before that date, but its capital was at Kashgar). The Dughlats were a Mongol tribe, but a fairly settled one, so the state could fall somewhere between Steppe Horde and more settled monarchy.

Well Qara Qounlyu, Kazan and Timurids were also 'fairly settled' (Samarkand, Merv, Baghdad...) but in the game they still have Steppe Horde governments for simplification so I don't get why Yarkand which is less 'civilized' is supposed to be a despotic monarchy in the middle of steppe screwed regularly by steppe hordes being all of its neighbors. That country is virtually unplayable and historical explanation for its government is, well... As you said, could fell somewhere between.

I would say that at present moment it would make more sense for Yarkand to be a Horde, comparable to Kazan or the Iranian hordes. Especially because there is a Doughlat tag as a revolter already. For a Tarim citystate with good ideas to be a possible playthrough could be really interesting though with the horrid start but strange starting location.

IIRC Uyghurs are the first Turkic people to acutally settle down and build cities, so it makes sense that they aren't a horde. Also, after converting from Tengriism to Manichaeism, Ughurs abandoned their hunter lives for farms etc, thus I don't see why they would return to those habits when they converted to Islam. They are a despotic monarchy :D
