Which would be the historically most accurate choice for the various minister positions for ENG, GER, ITA, JAP, USA and SOV during 1936 through 1950-ish?
Do these ministers' in-game traits reflect their real-life doctrines reasonably well?

First, there should be difference between nations such as Germany/Italy/Japan and UK/FRance/US : the ministers of armament/defence.
Then, summarise all economic ministers in one is not a realistic way.
There should be at least 2 different ministers for economy.
Then, the concept of head of state does not work for all countries.

I hope i did not misunderstand your question.

I'm not quite sure ;)

What I want is some info on which exisiting minister for each country and exisiting position best corresponds to the most influential RL person of a given year.
For instance, whom of Beck, Halder, Jodl, Bayerlein, Grüner and Höpner had the most influence over the structure and strategies of the German army in 1939?

Yep that's true: for example, Soviet head of state was Mikhail Kalinin and Prime Minister Vyacheslav Molotov. But Stalin was actual leader... I once had idea that there should be some place for the "true leader" of nation, but it would really look terrible stupid.

39-41. At December 1941, Hitler took the command of the Army and before 1938, it was Beck.
For other countries in 39, I can say Gamelin for France :p , Balbo for italy but i have no idea for the others.
