After I made a quick check here is the list of the historical lucky nations:
-Sweden
-Byzantine Empire
-Ottoman Empire
-France
-Austria
-Castille
-Portugal
-Muscovy
the list seems fine but it has a few odd ones...namely Sweden and Byzantine Empire...I understand that Byzantine was perhaps "lucky" when it survived till 1453 but it also has something to do with the fact that it was a strong country before their fall...but seriously Sweden...? Well...Paradox is a Swedish company...
Muscovy and Austria were definitely lucky, if you look at their history...and also Castille and Portugal, namely because they just happened to find a new continent while searching new trade routes
But IMO France doesnt need the luck tag as they are strong enough without it...England and Brandenburg could qualify for luck tag, since England had great success in Hundred Years War and also succesfull wars against Spanish Armada, Napoleon etc...and Brandenburg was a very small country in HRE but managed to become a major power by the 18th century
