As we all know, we'll be able to recruit new, ahistorical generals in HoI4, which is good for countries like Luxembourg and Bhutan, who didn't really have a lot of military leaders. However, randomly generated leaders are not really necessary for most European countries. Take for example Finland, whom had plenty of generals - yet, as we were shown in WWW, only had 2 at their disposal. They didn't even have Mannerheim available. Why is this? Why should countries like Finland, Denmark, Belgium, etc. only have 2 historical military leaders?

Aside from that there be more historical leaders available at start, I also think that there should be some sort of historical leaders pool for these countries, so that when you recruit a new leader, you get a random historical one. Perhaps it could be someone who first became a major-general in 1940, perhaps a famous officer who never became a general in reality.

1) It is probably mostly a matter of balance. Based on its size Finland is probably only allowed 1 Field Marshal and 1 General. Remember, to paraphrase the developers "When it comes to balance vs. historical accuracy, balance will win every time.
2) On 1 Jan, 1936 Mannerheim was NOT an acting Field Marshal but was instead the chairman of Finland's Defence Council. (Which would possibly be a cabinet slot, but not a commander slot.)

I like the idea of the 'pool' of generals to draw from based on historical leaders of the time that don't make the cut for the starting line-up. I'm not sure about how many starting generals are appropriate, depends a bit on how each nation plays (for example, in most circumstances I'd expect 2 to be enough for Finland, although giving the player a bit of choice and have them kicking off with 3-4 isn't a bad idea imo).

I agree with OP and want to add "Aces". There are no historical names at all in the game.

We saw an Ace called "Heinz 'Dolfo' Hafner" in one of the WWWs. This person never existed.

There's a Anton "Toni" Hafner, a Oskar-Heinrich "Heinz" Bär and a Adolf "Dolfo" Galland, but no Heinz "Dolfo" Hafner. The random name also makes no sense for anyone, who understands germans. Heinz is short for Heinrich. Dolfo is another way of saying Adolf. So why would anyone say "Dolfo" to somebody whos name is "Heinz"? That makes no sense at all.

There are easy to access lists of real Aces out there. It makes sense to use such random names for non-majors, but not for majors. They have more than enough flying aces.

I need Erich "Bubi" Hartmann (Bubi means "little boy"), Hans-Ulrich Rudel and Hans-Joachim Marseille as much as I need Erwin Rommel in my Germany campaign. Idk why they have only random names for pilots, but that's a shame.
