This has been discussed before short version yes and long version yes but it is much better from a gameplay standpoint to have it works better as part of the UK.

The following matters are absolutely reserved to the discretion of His Majesty's Government until such time as it may be possible by free discussion and friendly accommodation on both sides to conclude agreements in regard thereto between His Majesty's Government and the Government of Egypt:
(a) The security of the communications of the British Empire in Egypt;
(b) The defence of Egypt against all foreign aggression or interference, direct or indirect;
(c) The protection of foreign interests in Egypt and the protection of minorities;
(d) The Soudan.

So Egypt was independent except for matters like its foreign policy and military - and those happen to be the two main concerns of HoI 4.

Military and Foreign Relations, is pretty much all there is to Egypt in Hoi4 anyway, I have a funny feeling the british companies that owned the factories in egypt didn't give them up either so they were probably British owned too.

You can roleplay that egypt are making some really significant civilian laws in your game, while you take care of their military, industry and foreign relations.

The main reason why Egypt is under UK's controll is simple. It is actually why all nations that are under direct controll are exactly that. Its simple to make it much easier for the AI. It was actually carried on since HoI I (i think) but HoI II and HoI III for sure. Letting the UK manage stuff directly makes it much easier for them to coordinate and sometimes even possible in the first place. It would be a nightmare for the British AI if they didnt had direct controll. Iraq isnt really as a strategic valueable position for the UK ingame that it would make sense to put them under direct controll. Same goes why manchuria actually wasnt a puppetstate until recently, to make it easier on japan to build up their infrastructure etc.
