No to all of your questions. If you don't already have HIP, then you won't have a modules folder inside of your mod folder. It is literally a folder called modules that comes with HIP. The HIP installer pulls files out of it to create your custom installation of the mod.Step 1. If you have a "modules" folder in your mod folder, delete it.
What does that mean? Does that mean I have to delete all my other mods?

It is the case that you can only form one empire in HIP. Among other reasons, allowing for multiple empire-tier titles would cause notable problems with the system of imperial decay.Happy Holidays!
Can one not form multiple empires in HIP? I am emperor of Britannia, conquered much of scandanavia. Meet all creation criteria.. except it says i need a titular title? That seems... weird. IS it a HIP restriction so you can only have 1 empire or something else?
I ensured the game rule is set to dejure empires, hence being able to form Britannia, and scandanavia is on the map when in dejure empires view.

I want to know how that works, so I can designate Edward the Confessor as one of them.
