To put it simply, instead of having this used of the start of the game, why not let it be used while in-game?

For in-game, if an alliance between two nations stays stable for 50-100 years, then a "historical friends" modifier should appear to represent that strong bond between these two nations.

Historical Friend and Historical Rival are there to force the AI to act in a certain way, i don't think it's needed as a granted modifier ingame, that's what trust should be for.

Trust doesn't stop allies from rivaling you, though. Plenty of times, stable decades-long alliances were ruined by AI deciding it doesn't like you anymore after you've fought wars on each other's behalf for the better part of a century.

Trust doesn't stop allies from rivaling you, though. Plenty of times, stable decades-long alliances were ruined by AI deciding it doesn't like you anymore after you've fought wars on each other's behalf for the better part of a century.

Historical Friend doesn't stop rivaling either if you start messing with them, and i haven't experienced sudden rivaling by high-trust allies recently, in fact, if you're short a rival and the only available rivals are your allies, you won't even get the penalty for too few rivals.

Additionally, note that i said should be for, it makes more sense to adjust trust than it does just slapping historical friend on it, if you just start mixing systems and use them for things of different purposes, it can cause trouble down the road.
