Honestly not sure, Marshall. Most modders say the lower difficulty settings are more historical and helps them set up their game better.
I don't really disagree. Sometimes the AIs tend to get weird about their wars, especially once the colonial wars start. There's something called... hm, not sure what it's called  But it's effectively AI suicide. A country like England in North America will say.... DoW Cherokee. Fight ineffectively. End the war, then immediately DoW Lenape. Fight ineffectively. Then DoW Iroquois.
I remember one game where the English ate the Creek....the Creek successfully revolted away with England's tech levels, destroyed their Indian brothers due to the tech gap and thanks to this did a good job of kicking England and Spain out of North America. As I was playing France, I found it hilarious! (And stayed out of their way :X)
I usually play normal 'cause I WANT the AI getting in wars...not to weaken them, but to keep the game moving. It gets dull for me if everyone just sits there and stares for a few decades. On the other hand, for a fairly good historical game I'd go...hm....weakling (Level 2). I think the AI goes back to sleep if it's on coward (Level 1) for too long. :g: If you do go to level 2, then a 'house rule' or two to keep yourself from exploiting the AI while it's busy (such as 'must have CB') might help you be more historical as well. Hm, maybe I'll try that. I'll let you know!
It's definitely not 4 or 5 (Furious and something.) Some players think it makes for challenging game play. Personally I say 'normal' for a challenge: While the AI isn't so eager to go to war, that's a good thing. At Level 4 and 5 the AI badly overextends itself. It forms very uneven lumps that it can't adequately protect and often loses to rebels (thanks to war exhaustion cuz they're constantly fighting). They don't do well tech wise 'cause they're investing so heavily in military. The AI doesn't have the judgement you do and know when to lie low for awhile, not really...
