Yes, but then it will make a country rich with just a few provinces, because there are no negative culture effects. I'm sure though, that this scenario will promote vassal-annex kind of thing though, because militarily annexing sure will bring the BB up!

The flag you have for Cantabria is the legal one as part of Spain. There is another used by nationalist people. If you are trying to make some independent states may be you prefer use it. May also work as a shield.

Just one thing, that flag is not nationalist one. It just represents a symbol used by ancient cantabrian people who inhabited Cantabria before and during Cantabrian Wars against Romans, but nothing nationalists. Moreover, I think nationalist movement here in Cantabria has not any defined symbols, because it's not a strong nationalism like others.
