I'm going to start off with a little background. The question comes at the end so if you lack the constitution for (or interest in) a couple of paragraphs summarizing my playthrough, please jump ahead to the final bits.
My current game is a slow one as the count of Orvieto. The plan is to play fairly relaxed trying to expand the Papal States and my own demesne at the expense of Sicily and the emperor's Italian vassals, but never exceeding the rank of duke and never going independent. I also want to place a couple of Orsinis at the Chair of Saint Peter while I'm at it. Taking advantage of the new ambitions and favour system of Conclave, I bought favours from the local barons in order to force their daughters into marriage with my many nephews and hopefully snatch their castles in the future. Switching to seniority succession will let me gobble up any barony they might inherit in due time and will save me the headache of gavelkind before acquiring a duchy. So far so good.
A few years into the game, his holiness went on a drunken stupor. Generously, I let my dear liege recover in my quarters, earning a valuable favour (his income makes buying one a harrowing prospect) in the process. Thinking I'd take advantage of it before the drunkard kicked the bucket, I asked him for some land. At first the old fool told me to forget it, but when I asked him again after a couple of years he offered me the county of Spoleto which I graciously accepted. To my surprise this didn't use up my favour. I have no idea why he accepted as he still was below his demesne limit and actually thought less of me the second time. About a decade later the Pope was still alive and well and I had realised the extorting subjects wasn't a viable economic strategy. Switching to business focus, I went on a minor voyage to Anatolia and befriended Kilij Arslan of Rûm who immediately asked me to save him from an adventuring uncle who apparently was after his sultanate. Since none of my commanders were worth their salt, I foolishly resigned from my position on the council in order to lead my armies in aid of the Rûmites. With the pretender taken care of, I returned to home to Orvieto and was pleasantly surprised with a claim on the county of Ancona (the capital of the independent republic of Ancona) manufactured by my eldest son and heir. Here ends the background and we arrive at my problem and question.
What I want to do is use a favour to ask my liege, the pope, to press my strong claim on the county of Ancona. Unfortunately, the send button is greyed out. As you can see in the first screenshot, all conditions are fulfilled save one; apparently the council must agree. Here it would be great if they'd tell you whose council it refers to, my council or my liege's. Further, it would be most useful if you were shown the list of how the councillors vote (just as when you want to declare war). I checked with my own councillors who (as you can see in the second screenshot) all vote yes. So I figure that the pope's councillors are all a bunch of malcontents and ask for my place back among them. Annoyingly, the pope refuses and for obvious reasons I don't want to waste my favour to get my position as chancellor back, instead forcing me to slit my replacements throat. Finally back in the fold, I request the support of every single council member (as you can see in the third screenshot) but when I once again try to demand a war for Ancona the pope is still claiming that the council won't let him. What's wrong? Is it a bug, have I missed something or is the bishop of Rome in cahoots with the serene doge of Ancona? I'm using the 2.5.2.2 version of the game and with all expansions enabled (except Sunset Invasion) and no mods whatsoever.
