I have been playing this game since beta, (although I just launched it after not having played it since 2016) and one thing I am surprised is still in the game is instantly hiring guards. I have always thought it would be a good idea to have guards come by truck 24 or so hours after you hire them. I feel this would make the game more challenging, and would give riot police more value. Currently it seems you can just mass hire guards as a reaction to most any situation meaning you never really have to plan ahead or rely on those riot police.

Does anyone know of any mods that restricts how you can hire guards by chance?
