This has been stated explicitly by the modders.I'd like to think HIP is suited for more "historically accurate" play (as close as you can get in CK2 i guess), whereas CK2+ sacrifices a bit more of the historical accuracy to focus more on gameplay mechanics.
What is [CK2+]?
The purpose of this mod is not historical accuracy (although we try to preserve it whenever it’s not detrimental to gameplay), but rather to enrich the medieval sandbox that CK2 offers.
Some principles which have already and shall always guide [the] development [of EMF, ~50% of HIP]:
- Plausibility
- Whenever a mechanic within EMF is considered for alteration or add, the first question asked will always be, "Is this change real-world plausible, and if so, what is the realistically grounded explanation of the mechanic?"
- Sometimes one must choose between the most plausible outcome and the most historically accurate outcome, and for EMF, plausibility must take priority. Historical accuracy is very important, but ultimately, when we have to choose, we choose not to railroad history.
What's [SWMH, the other ~50% of HIP,] all about?
SWMH is first and foremost a comprehensive mapoverhaul, we have gone to great lengths to bring alive the medival world as contemporary accuartely as possible. Secondly it includes substantial work on history and cultural related features.

If you don't have the computer to handle SWMH, then probably CK+
But HIP does have melting-pot cultures: English, German, Low German, Anglo-Norse, Norman, Norse-Gael, and Sicilian, from a cursory glance at the files.ck2+ because of metling pot cultures, i used to prefer HIP so if they added melting pot cultures i would switch back
There's in vanilla game I suppose: Oltremer cultureanglo norse that's good to know, i was thinking more of things for plausible scenarios, like a crusader culture after many years of rule in holy land etc
