Highly educated without a university

I got some highly educated cims without a university. Is this suppose to happen or is it a bug?

Without knowing for sure, maybe it could be immigrants?

I thought any new Cims started off as uneducated, but I may be wrong.

It could be a bug but also i think that i saw some come into the city from the world through the road network. When new poeple move in and there are 0 people that you have put through schools. I could be wrong thoug but i swear i seen a few filter in from the "outside world"

Higher level residential buildings put out requests for higher educated people to move into them, so I guess if you have vacancies in level 4 and 5 buildings they could move in highly educated.

I got a city to 33% highly educated without building a university.
So i guess people do educate themselves if you give them enough time.
Or there are a lot of highly educated immigrants.

Its because of immigration. Immigrants can come in fully educated, and will over time.
