All dlcs, no mods, version 2.8. sorry, didn't specify it in the title.

I had a vassal chaplain with 14 learning.

the chance of success for the 4th action improve relation was 14%, and failure chance was 14%.

When I appointed a new chaplain(landless) with 22 learning, the chance became 8% success and 16% failure.

Maybe it's their traits? E.g. Diligent vs. Slothful.

For the "improve religious relations" job action, event 906 only checks learning skill (up to 13) and moral authority (20%, 40%, 60%, 80%). Did your replacement have the same religion as the previous office holder?

You mentioned a "4th action" so I thought you might be referring to the MNM offmap job action, but I think that's just hunting heretics and doesn't include improving relations.

Yes, both Catholic. I was talking about improving relations.

It seems to be a bug, after all.

It's also weird how learning 14 has equal chance of success and failure. Other councilor actions have much higher chance of success with stat 14.
