Panther as an example was pushed into combat units before properly field tested. If there is a percentage of an equipment in a unit that is unawailable in a combat situation because brealdowns and damage of any sort, than why not have a higher breakdown percentage on on utested equipment.
Either tested in combat or on excercise in training units.
Simulate historic difficulties and choices to peruse.

Variants may have a reability score which you can add points into.
Higher tech can start with lower base reability because they tend to be more complicated.

Panzer IV is a 1941 tech as that is when the tank was beginning to be massed produced, even though it has been produced much earlier.
