I don't mean the special ability unlocks like Sensor Lock or Master Tactician. I mean you get this level and it gives you a big benefit that you then go on to hate living without. Here are a few for me.

Tactics 9: Called Shot Mastery. Seriously this is the top of the list for a reason. It changes the game. As far as I can tell it doubles the chances of hitting the specific part when doing a called shot. You want tight groupings for your missile boat. Here is your bestest friend ever.

Guts 6: +15 heat threshold for self damage. The freedom this offers you in getting extra shots off is very nice. The difference this makes frequently translates into another turn of firing before I move in to melee to cool down.

Piloting 7: 20% max sprint. The number of times I have a mech falling behind and needing to get into the fight is increasing. Recently did an escort map where if I was behind the convoy by even a few cells I would have lost one.

Called Shot Mastery makes the called shot percentage go up around 3x. The previous 'level' before that boosts the called headshot percentage from 2% to 5-6%. Mastery boosts that up to 16-18% (depending on the angle of attack). And yes, it makes for great headcapping.

Guts 9 (I think) increases the heat threshold to +30 also.
