I don't believe you can make "Kings" if you already have a High Kingdom or Empire if you're referring to the titular kingdom-tier titles. Either way, making vassal High Kings is a must once you have 2 or 3 Provinces no matter what and great dukes are almost completely necessary to hold more than one High Kingdom title. Cyrodiil alone is guaranteed to take up the vast majority of your vassal limit if you have only dukes for vassals.

I once decided to max out the Diplomacy stat of my character and his chancellor to test it out, and having each duchy held by a different character in Cyrodiil, Skyrim, and most of High Rock still put this character over the vassal limit before I could form the Cyrodiilic Empire.

I'd rather not divide up 36 into 3 or 4. That makes your Dukes FAR too powerful. Just give them 2 duchies each and you're down to 18 duchy vassals. I can't imagine giving my vassals that much internal power in my realm.

I've never had that phobia for powerful dukes. In the vanilla game, keeping up on your own levies/retinues, managing your alliances, and keeping important vassals happy mean civil war is a non-issue.

In Elder Kings, most of Nirn is so underdeveloped that any vassal revolt, no matter how massive, is just shorthand for "here's some free prestige, Crushed Major Revolt bonus, and free title revocation".

It should be noted that in most provinces, particularily Cyrodiil and Skyrim, the canonical holdings of the lords under the ruler (Counts under the Emperor in Cyrodiil, Jarls under the High King of Skyrim) actually occupy multiple duchies in this mod. I got the number of duchies in Cyrodiil from the game files on the landed titles, and noticed that separating the duchies into "blocks" are the "kingdom" titles commented out. For the most part, these title blocks correspond to the land held by the Counts in Oblivion, with exceptions to Chorrol and Bruma being in the same block, making the k_colovia block the largest of them all in regards to the number of duchies held. If you're willing to try to give everyone duchies in an effort to make it as close to cannon as possible, you can divide Cyrodiil between eight duke-tier rulers, with the largest probably being the one controlling the "Heartlands" block; the block with the capital of Cyrodiil.

Not having high kings as vassals just seems wrong in Tamriel.

My only recommendation for dealing with that is to have your personal demesne focused on the Towers. If you do this, it becomes easier to upgrade them since you don't have to worry about spending as much money on other holdings, and you keep them out of the hands of rebellious vassals. This is a particularly strong recommendation in regards to White-Gold (which you should really hold if you plan to be Emperor of Tamriel anyways) and Crystal-Like-Law for use as a foothold and landing site in the Summerset Isles in the event the Altmer rebel, and to also keep it out of their hands in that case. Fully upgraded, any tower seems to be able to field an army at least half the size of the Province it's in, but if I'm wrong on that number it's still massive. That's not even taking into account the retinue capacity each Tower provides, which allows a good-sized standing army. I believe that with White-Gold fully upgraded and military organization tech maxed out, that one Tower alone can support a retinue of heavy infantry measuring in the tens of thousands but I could be wrong.

I agree, it's easier to deal with just a few vassals, but if they get annoyed with you and 2 or 3 revolt at the same time you've got a major civil war on your hands

Sometimes not as much fun as they can be

And from a lore/RP point-of-view the Emperor of Tamriel should have kings kneeling before him.
