As minors, I usually build up as much IC as possible and then try to field mass ARM + 1-2 HQs. As Czechoslovakia, I usually build 11 ARM/H-ARM +1 HQ and then a 11 MTN/ART + HQ stack for winter/hill/mountain support.
Imo thats the best way to invest your MP. Tanks have low MP cost, so reinforcement costs will drain much IC, but few MP. With H-ARM, they get incredible defensive abilites until '43 - and even after that day, they remain extremply strong. You have to trade lots of oil, but that shouldnt be a problem since you have IC to fabricate supplies.
MTN has high MP cost, but performs great in hills, mountains and winter terrain. I use these guys as special forces, attacking at snow, defending in frozen hills.
Number #1 rule is: NEVER ever fight a battle you can't win easily. Do not waste MP to win a pyrric victory against SOV that cost you 10 MP. If you see your guys aren't doing well - disengage, regroup and attack another stack. Use all your forces on one location, do not distribute them along the front line.
Usually I play firebrigade - whenever the germans suffer from a counter attack, my troops march in and save the day. I try to flank, push back small stacks and - if I get the chance - start encirclements the germans can break.
Hospital tech is your friend. Research it asap, since trickleback will give you some of your fallen soldiers backt to the MP pool.
Care for general winter. He has a big stick - and attrition isn't a joke. If it is getting nasty, better redeploy to your own cores and wait for spring. You can't do much during winter (unless you have MTN) anyway.
Example:
A MP game Romania / Checheslovaki. It is '44, the BP has already fired. My army was finished some time around 41 and has not been extended. TC is at it's limit, but my guys perform quite well. No I focus on building an airforce and some CV I + CL V.
