High GPU Usage at Main Menu

So I have the stutter issue and tried to play all weekend. I just launched the game and at main menu, my GPU is at 90%. This was never the case before. It wouldn't even go above 50% the other times I tried to play...

Windows 10 v1809
AMD FX-6300
16GB RAM
RX 470

I don't think the game itself changed over the weekend ... any other updates like windows or drivers?

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Imperator/pdx_settings.txt.
From your Documents/Paradox/Imperator/logs/ folder, attach system.log .

Nothing was changed on my system I can assure you that, as I work in IT. I created a ticket last night with the full DxDiag attached as well, #163158.

I noticed it because I heard the GPU fan come on, and since I have 3 monitors, I always have task manager open.

Since the hotfix is out, I will wait to see if this is still an issue.

Looks like the issue was Mirillis Action was causing high GPU usage at main menu. If I launch the game without it running, it's at 3%.
