As title. Xbox One, occurring after loading save on another console and playing, then coming back to the original. Using Organic and Local Produce specialization as well as Self-Sufficient Housing, also using Big Business Benefactor. Does not fix itself after game restart.
The game is building low density buildings in zoning where I have set the area to high density only. Low density zoning acts the same as before, only high density is acting up.

From the Paradox CS wiki - The buildings that grow in this specialization are not able to level up; they have only a single level. They only grow as low density regardless of the underlying commercial zoning density.

So it's not a bug it's standard, same as if you were to do Tourism or Leisure commercial specialization. I think only the Self-Sufficient Housing specialization uses different assets for low and high density residential.

I'm using the Windfield map from Parklife which is Temperate.

I went back to one of my old cities after the update and what you say seems to be true even though what seems to be high density leisure districts in in fact low density skyscrapers. Thanks for the help.
