High CPU usage after pause in gaming

I haven't been playing CS since this January.
I loaded my old save with 135k+ population. The game becomes very laggy. CPU load is about 90-100% percent every time.
My setup is i7-4770, 16gb ram, gtx1070, 2560*1440 resolution.
I definetly hadn't been experienced such problem when I played last time.
Now I can't get what have changed. Of course I use TME, Network Extensions 2, 25 tiles and other popular mods.
Does anybody have an idea, why this is happening. Is my setup not enough for this anymore?

I would start a new save and see how it goes. If there have been patches it is possible they are causing a bunch of problems.

I don't think that it would be indicative. At the clean map CPU load is less as it should be.
