I don't know if it is intended, but it is normal. It makes sense to me, as it took longer to train sailors and build ships.I have a related question : Is it normal that it is much slower to hire people at a naval base than in barracks ?
So you fought the first battle with the debuff from recently changing equipment (which made their defense higher than your offense) and lost too many sailors, then the lack of sailors stopped you from winning any other engagements. It makes sense.I think i found the problem. Day 1 of war i have a -58.5 on attack and defence because there is less than a year that i changed to steel ships.
Still, there is no single place where to see the exact number of sailors on a fleet. You must go naval base by naval base and do the maths.

2 questions for that:Thank you all for your answers,. In my industry entirely based on wood and fabric, it's much more than a year so it might depend on some factors ? And i wonder how this is achieved since the workforce is the same (servicemn +officers) . I tried to raise military wages o the max but it did not seem to help
1. Well yes, it looks like 100 officers for 900 servicemen in a naval base while it's 30/970 in barracks, at least with my current PMs. I never saw the little red indicator that noone wants to be hired.2 questions for that:
- What is the servicemen: officer ratio? I'd check myself, but the wiki doesn't have naval base employment and I'm away from a computer capable of running Vic 3 at the moment. Since officers are a much higher-tier job, you might be having trouble finding enough of them.
- How does barracks vs. naval base employment look in a given state? It's easy to imagine barracks getting first dibs on employment, either because they pay better or because their employment action is processed first in a given week, poaching all eligible pops in a state before a naval base can get their hands on them.
