So i, playing a Persia, ended in a war against Prussia. As they have wooden level 2 ships and i have steel level 3 ships i tried to naval invade Pommerania. The result is that i lose... 7 times in a row. 18 vs 31

I have to admit that i'm not entirely sure how this works, but 31 (prussian ships) × 38 (prussian defense) = 1178 total defense while your 18 ships only have 918 offense. And that's without considering the admirals and their tactics

Additionally, it looks like your admiral rolled the "Blunder" tactic, which increases (own) casualties and reduces morale protection (i.e. take more morale damage), which the Prussian admiral rolled "Ramming Maneuver", which increases (own) casualties, but also kill rate, basically you got bad luck this particular battle on top of having only slightly more than half of their forces (even with more advanced forces)

Yeah this is basically just defenders advantage at play. You will need a bigger numeric or technology advantage to have reliably succesfull offensives.

And what about 20 vs 27 with good tactic (-10% own losses) ?
More tech advantage i cannot get. There are 5 tech leves and i am 20% over prussian tech.

Mine is carefull maneuver and theirs agresive maneuver.

The probles is not that i lose this one battle. I lose ALL battles. Also i don't sink any single wooden ship never. It seems that, as they need more sailors, can figth better than mines.

edit: here my french ally winning agains the same prussian ships.... but with wooden ships also.

Just build more ships. They are really cheap.

i don't want to win, i want to know why i am losing.
What Blastaz said. In every battle you have shown, you are outnumbered almost 2 to 1. Build more ships and make sure they are under the control of the admiral you send and not in the reserve (by promoting the admiral).

Edit: Wait, I figured it out. Your ships are massively undermanned. In the first battle you are supposed to have 18k sailors and only have 4.4k. In the second battle, you are supposed to have 20k sailors and only have 4.1k.

I'm assuming you had a bad first battle and had many casualties, so your flotillas were damaged and need time to recover, and then you said you kept attacking, which made the problem worse.

The navy numbers don't represent individual ships, but a flotilla of ships, so shipbuilding is abstracted by the amount of time it takes to train new sailors and the number of sailors indicates how combat ready the ships in the flotilla are. When you lose many sailors in battle, it's likely ships have been sunk or are badly damaged.

Ever since 1.1 it feels like tech advantage is slightly less beneficial than raw numbers most of the time. I'm not sure if that is true, but it certainly has felt like it.

No. I have a save the day 1 of the war. I start the war sending a naval invasion to Pommerania and keep failing again and again and again.

Yes, the first battle i have 18k sailors but they keep killing my sailors and i can't keep killing theirs.

Example of fist battle. This time they failed strategy

I think i found the problem. Day 1 of war i have a -58.5 on attack and defence because there is less than a year that i changed to steel ships.

Still, there is no single place where to see the exact number of sailors on a fleet. You must go naval base by naval base and do the maths.

Open military tab, go to navies, expand the windwo (> tab underneath the admrial portrait) of the navy in question - and it will have the info you need condensed for that fleet.

Yes, grouped by naval base. Its where i look at. Then you must do the maths. Shortcut ids to click on the armirals portrait and scroll down.

But number of fleets, they show it on main screen of game.
