I'd suggest to add a 4th upgrade for the industries that is reachable only when getting highly educated workers, it would turn the industries into clean (with low to none pollution produced) and futuristic looking factories.

Is it possible to do so in a future expansion?

Agreed. While you do have a large number of highly educated people in level 3 factories, it's still dirty industry. They can't all work in offices! (Well, they can, but that's not the point ...)

How about making industry even more varied - in addition to high-tech industry, put mid-tech industry somewhere in between what we have right now and HT industry. They would be the beginning of the transition to clean industry.

I'll take HT alone, too, but it'd be nice if there was a transition period.

I really like the way Cities XL did the industry.

Heavy Industry > Manufacturing > Hightech

Each higher class polluted less and hired more educated workers. They also feed into each other. Using stuff from this game we could say that Ore, Oil, and Forestry supplies the basic zonable Industry. That basic industry then supplies input materials to the Manufacturing Industry which would be handled through districts, like the Ore and Forestry ones. The Manufacturing Industry would then supply input materials to the High Tech Industry which again would be handled through districts. The High Tech industry would supply input materials to the Commercial zones.

We could take this a step further and make different Commercial Districts. Restaurant, which would be supplied by the Agriculture Industry, Residential Retail(think home improvement stores, malls, and car dealers, gas stations) which could be supplied by all the industries including High Tech. The largest buyer of High Tech Industry though, would be Offices. They would buy lots of computers, printers, and other High Tech stuff. Now all of these Industries would buy offices in return. Think of it as a corporate headquarters for the large industries. The large retail conglomerates would need to buy offices for the same reasons as well.

Now all of these things could be imported from the outside world but businesses would make more profit(and more taxable revenue) if they could source them locally.

Sorry I went on a bit of a tangent but I think this could really add some needed depth to the ingame economy and the game overall.

I'm sure tweaking pollution output of L3 industry is no problem for a modder. Wouldn't surprise me if they could also go and add more levels, so this might very well be a modding project. I'm continuously surprised at what can actually be modded in this game (and it hasn't even been a week yet!!).

I thought it was a bit of an anomaly that high-tech industry was missing. It's strange.

We have pharmaceutical labs and other high-tech businesses, especially in some business parks near the various universities., so it's not like this is a futuristic and unrealistic thing.

I agree that it should be a separate category to heavy and manufacturing, being as 'level' is synonymous with density and size and partially education (but not wealth).
