So, I'm playing a Poland play-through, on ironman, and I recently just got drawn into a war with Muscovy over the succession of Hungary ( They got it, I contested). I've won the war up to the point I can get the union; however, I am at adm tech 9, aka about to form the Commonwealth. Getting to my actual question, The decision to form the Commonwealth says fewer than two personal unions; however, I just wanted to be sure as this is an ironman game, does the game allow less than or equal to 2 unions, or is it a solid less than 2? This may seem silly, but I'm already bled dry on manpower and troops, and just called into a war against France, so if I can put them in a union and be safe, it would be very helpful.

Less. Exactly one, with Lithuania. I'd suggest waiting with formation of commolwealth, it will be possible later, and PU with Hungary is too precious.

You'd suggest waiting? really? I guess I should clarify, Hungary is actually a lot weaker this game so far, I can vassalize it in one go, though it is at 100% warscore... How would you say cancelling Muscovies P.U. and annulling all treaties between them so I can return later is? ( That was really wordy, so basically, do you think that's a good idea?)

Can't you just vassalize them in the peace deal now then?

Ok, the situation is, to vassalize Hungary, I need 100% warscore against Muscovy, right now I have like 62%; however, to put Hungary in a personal Union I only need 60%, which I have enough war score for ( and some extra due to war exhaustion). So from that, my three options are:
1. Continue war against Muscovy despite being nearly completely drained of manpower, fighting through their winters, and have the chance of France taking a huge bite out of my allies. ( To get to where they would accept a vassalization of Hungary)
2. Peace out now and get Hungary in a P.U. The downside to this, is that I won't be able to form the commonwealth for an extra 100 years
3. This is what I'm leaning towards, forcing Muscovy to cancel vassalage, give a province to Lith and return a few cores to my vassal, then later coming back to Hungary. Hopefully, I can catch them before they renew the alliance with muscovy

Which do you think is best?

I would say your instincts are right. Poland with two PUs is a middling power who can punch above its weight. Forming the Commonwealth makes you a true heavyweight. If you can vassalize Hungary in the next war, it probably isn't worth it to settle for a PU now.
