So the only real trick here is becoming a Republic (I recommend the English Civil War), taking Plutocratic, and then tanking Republican Tradition to become a Monarchy again. I am showing it off here using the console but my friend is attempting it in practice in our multiplayer game.

It can be done with -10% idea also. You just need to get bonus from silk trade. I had -95% as Bahmanis (couldn't get plutocratic).

This really doesn't need to be fixed. If a player really wants to make 2 government changes, pay for 2 policies in perpetuity, and take the specific ideas necessary for those policies, just so all culture are accepted - let them? This doesn't seem like an unreasonable benefit for the high opportunity and MP cost involved.

A cool gimmick, but I also don't really see the point.

With -70% from NI and Humanism, your loss percentage on cultures is 3%. Your gain is a bit higher, but briefly activating a single -10% policy will bring your gain % down to 4%

You have to have a ton of BT and many cultures with very little BT to make anything more worthwhile. At a continued cost of 24 DIP/year for policies and all the hoops to jump through, it seems like a very expensive way to eke a little more income/manpower/unrest reduction out of a few provinces.

I pointed this out a while ago in a thread about culture acceptance(before AoW was released IIRC). My idea included going reformed and activating the policies giving tolerance of heathens to end up with both cultural and religion fully accepted though.

I still don't get why the English get -20% culture acceptance in thier ideas. They are one of the worst offenders for not accepting cultures. Welsh, Irish, Only reason scottish is 'accepted' was because the Stuarts got the throne of England. The English colonizers rarely mixed with natives compared with the spanish, portuguese, and french.

If anything england should have be at a disadvantage to accepting cultures.

I made a mistake on the policy cost, one is ADM based. Even acting like ADM/DIP are fungible though (when they're really just semi-interchangeable), it's 1-2 BT/year converted depending on your conversion modifiers. It's hard to say that's necessarily cheaper without knowing the total BT affected and the length of time you're trying to cover.

Have to agree with you there, the English are notiourous through out history for not accepting cultures and they thought anyone who wasn't wasn't English (Irish, welsh, Indians etc) was almost sub-human. Really does seem like a strange idea to give them.

With a 3% or more tax provinces being accepted?

Even with like 600 tax directly owned you're unlike to have too many sub-18 tax cultures. You might be right of course, but it's nevertheless bordering on ridiculous to spend DIP on even more acceptance by that point, as each further investment gives you less accepted culture variance.

I still don't get why the English get -20% culture acceptance in thier ideas. They are one of the worst offenders for not accepting cultures. Welsh, Irish, Only reason scottish is 'accepted' was because the Stuarts got the throne of England. The English colonizers rarely mixed with natives compared with the spanish, portuguese, and french.

If anything england should have be at a disadvantage to accepting cultures.

wat? 1415 was the last Welsh revolt, and so there should be some tension in 1444, but historically the Welshborn King of England, Henry the 8th, integrated the Welsh into the government 100%. The concept of an independent Wales wouldn't come back until 1858-1881. So before the opening of the game and after the ending of the game, a few small instances of "maybe wales separate?"

You never hear of all the Welshmen fighting for the French and Spanish like the Scots and Irish did. Virtually the entire proceeding of the laws in England during the game's time only brought Wales more into the fold. The Laws in Wales Act should be in the game, and both add Welsh as accepted and remove the cores of Wales. The current polled interest in independence for Wales, even at the height of the scottish question, is 3%.

Scots and Irish are a different story. English were huge jerks to them.

Should change the culture acceptance to light ship combat ability. Why was that taken away?! It was so good! Yes, my trade boats, full of fish and grain and wool (same boat, we're efficient, enjoy your fishy clothing and bread), WILL SINK YOUR ARMADA.

That's pretty amusing. We already added a minimum of 1% internally but I didn't realize it was actually possible to stack that high.
What happens with Hindu Ottoman Empire coring costs?

Its already been done with the Minghals exploit, which gave you a ridiculous -125% coring cost without needing anything but the right faction in power. Smaller provinces usually cost 0 power and cored instantly, but some of the higher BT provinces cost single digit ADM points for whatever reason and still cored in a few days. Increased coring cost interacted normally.
