Hermann Otto Fegelein as minister (Loyalty level?)

I am reading about Fegelein and wil use him as minister for Germany in the late 1940s
Do you think he should be medium or at high when it comes to loyalty?
He will be the last I will use in my project. 315 ministers for Germany is way over the line..
