Occidental and Occitan France are two different concepts and overlapping geographical regions. Occidental means western France, so Occidental France is modern France minus Burgundy and Provence. Occitan France is the part of France where people speak Lenga d'òc (a language most closely related to Catalan and Piedmontese) which used to be most of southern France.

EDIT: And as far as I recall Occitan culture was destroyed with the advent of public schools in the late 19th century.
Pretty much, although the language lasted a little while into the 20th.

Occitan culture exists as a sub-culture of the French national culture, much as Welsh could be considered radically changed to serve as a sub-culture of British culture. Occitan is around mainly because people pass it along and there are some schools that still teach it.

Before the 1800's, there was no French national culture.

Occitan, not Occidental. And Occitan culture, while perhaps not as distinct, persisted long into the 20th century, as my grandfather can attest.
You're right of course, I generalized. I was referring more to the political dominance achieved by the Northern, 'frankish', French as a result of the crusade and the diminishing of the high court culture of the south. I stand corrected.
