The FAQ states that "Once some players have shown an interest in joining, post an application at the CRO office. If the GM feel there is sufficient interest, and provided the party/ organization is sufficiently different from ones that already exist, they will allow you to formally set up the party or organization in question."
The CRO will be the approval mechanism not only for parties but also for organizations, correct? Not to get too nitpicky (ah, hell, let's be honest - to be completely nitpicky), the Constitution says the CRO is "responsible for overseeing the citizen registry, as well as conducting federal referenda and federal (presidential and parliamentary) elections."
Perhaps there should be an "Office for Corporate Governance" that could handle applications for groups and organizations. Some sort of organizational charter, along with names of interested parties, would be submitted.
This way, the CRO can contain all the info on active parties, while the OCG can have info on active organizations.
As a last note, I finally know, thanks to Steven Jay Gould, the source for Melanchthon's name. Alas my poor American education; they just don't teach us European history very well.
