How was the Military split over the provinces? Did all naval and airforce assets go to UPE as 'inheritor' of Eutopia?

OK, this is about FAQ Question 24, regarding sports leagues. Since I actually have something in response to my previous request for clarification, I can now further clarify...
What I would like to do is start a media outlet dealing solely with sports; an ESPN of Eutopia. It would cover the football and soccer leagues for now, and anything else that might come along later. It would have no affiliation with Tilly or any other character or team, and wouldn't cover anything other than sports. Essentially, I'd like to reprise the "Sports Day" spots I did in the Buen Puerto Sports Bar last football season, only in a more permanent and regular way.
As I read Question 24, however, this is a no-go. It seems as though if these results and/or analysis was posted in the individual league threads, it would be perfectly fine, but if I try to combine more than one league's results into a sports-news thread, it becomes not fine. This seems like a bizarre result to me. So is there any mutually agreeable middle ground or leeway here?

When Jack Langley was MTEF he commissioned an infrastructure study and found that the freeways were overbuilt, but not falling into disrepair. Rather they bizarre funding scheme were they were "privatized" back-fired and outrageous tolls were being charged so they were being underutilized. Secondary roads, however, as alternatives to the pricey toll roads, were being overused, were congested, and in need of maintenence.
