Perhaps. But as I've said in the past, allowing different access status for posts within the same thread is entirely impractical; it's difficult and time-consuming enough to keep track of who has access to what if access status is defined on a thread-by-thread basis.

The Constitution says "Citizenship may be acquired via jus soli, jus sanguinis, or by other means designated by the Federal Parliament. Citizenship, once granted, is unconditional and may not be revoked."

Therefore, I assume action by the Assembly could take care of this.

Yes, that was our plan "B". There was post somewhere that described the normal process, which seemed to take about 15 years. The question was: Whether the means previously designated by the Federal Parliament granted the MTIA or the President some powers to go along with the citizenship portfolio, or is purely the requirement to process applications according to the pre-set timetable?

I don't think the President or MTIA could simply grant citizenship by fiat, I think it would take something like we have in the US, a "special bill" passed by the legislative branch to grant citizenship to a particular person ahead of the normal timetable or by means other than those detailed in the constitution.

Question about party merging.

In the past, there's been a lot of controversy over the ownership of GA seats and how it relates to party mergers, alliances, and memberships.

Basically, I want to know: Can two parties can officially merge under a new name, thus that all their GA and senate seats are brought into the new party?

Yes, but.... given Mel's precedants, technically the seats won't belong to the parties anymore, but will belong to the individual GA members. You will be dissolving the 2 parties and forming a new one. :)

A follow up to Phalanx's question: If the Party for Progress disbanded, thereby handing title of its GA seat to its current holder, and several if not all former P4P members joined another party, would the mods have an objection if that party then re-named itself the Party for Progress, if approved by a fair and democratic vote of party members?

I think it would make history very confusing to track. But somthing like 'Reformed P4P', or 'P4P-"insert name",' or P4P Coalition might be seen with a brighter smile. :)

I noticed that we didn't have any hall of fame nominations for Jan-Feb-'05. Was this due to lack of meritorious candidates, lack of messages after the last awards confirming that people were still interested, or some other reason, like the task wasn't assigned among the new mods or we are now on a quarterly cycle?

After the election the players were asked if they were interested enough in the HoF to continue it, and again, very very few people even reacted to express an opinion one way or the other. There are certainly meritorious candidates, but it was our understanding that people weren't really interested in the Hall of Fame.

It's still certainly possible to do it quarterly or thirdly. We could start taking nominations in mid-April, or in mid-May which would be awesome because I have a hyperawesome event arc which will start rolling in the next week or two...

Re: the Senate, I posted where you suggested. The new Senate, which has the same Senators as the old Senate, is the Term 10-11 Senate, as they will serve halfway into Term XI.

Re: I would like HoF to continue, and quarterly would be better than thirdly.
