I was just wondering... Why doesn't Victoria have a Scenario editor?? I mean it was a great help on EU2 and HOI, considering I like making small third world nations into Great Powers, I think it would be a great help for Victoria also..... I just don't feel like learning all the code I see it looks pretty tough
