So I want to carve out a semi-Barbarian empire with the Suebi, and I'm patrolling all the provinces around me... But what do I find but me being unable to colonize, due to having no province with 50% civilization? :eek:

So what do I do? Remove my armies, and wait several decades to be able to colonize ONE province?

Or is their a way to mod one of my own to be large enough to colonize?

This depends on the version of the game that you own. In VV there are events that you can use to quickly gain 50% civ and thus be able to colonize all adjacent lands. If you want to know how to mod your civ rating you should post in the user modifications subforum. To do so you will need to register your game.
