Help with spain

I have been folowing this guide

mainly getting the rebels capture madrid and then at dec 31 i swap ruling parties to liberal and enact reforms
but the wiki says to change it back to reactionary next December or so i thought to get the (to roll back to from "appointed" reform) but every time i do itdosent work Im missing some step from the process could anyone give me step by step process on how to go and do it

What you want to do is to change to a liberal party early in the year when your upper house is 100% reactionary. The liberals will automatically change your upper house to appointed in a few weeks so in the last days of the year you use your reactionary upper house to change it to ruling party only. The liberals wont have enough time to change it back to appointed. Immediately in the next year change your ruling party to reactionary so you keep your upper house ruling party only. Then you have one year to pass as many reforms as possible.
