They do - one clergyman will affect the entire state. No need to have one per province.

after having full crime and finally getting rid of it, using a setting below 100% will ocasionaly put a crime dot onto the map. with a setting of 100% i did not see any crime dots. i got the impression that 50% would leave a few crime dots scattered around, get taken care of after 1-3 months, but always have just a few around. just what i noticed, but didn't really give it too much attention, as I had more than enough to keep it at 100% (side note: i really haven't played late game much and had a tank facotry that had a 'profit' of 1600! my most succesful venture yet :))

Yes, mostly that's true, although I've been owrking with Spain (equality) most recently. I had forgotten about the "order" effect.

Since you've been thinking of manipulating the WM to maximize tarrifs, I guess you might be inclined to manipulate with the crime fighting setting, too. Crime fighting works like this: At 100% setting, a crime building will be removed at the 1st of every month. At 0%, you'll get a new crime building at the 1st of every month. At 50%, you'll have an equal chance of gaining and/or removing a crime building (not 100% sure about this).

What you do, if you're short on money, is that you leave the crime setting at 0%, except for the 31st of every month, when you raise it to 100%, let one day pass, and thusly remove one crime building/avoid getting a crime building. On the 1st, re-set crime fighting to 0% - full crime fighting for 1/30 the price!

There's one downside to this, though: 0% crime fighting doubles revolt risk, so it's advicable that you raise the setting to at least 50% at all times and 100% in the end of each month as soon as you can afford it, at least if you have problems with lots of revolts.

How does the amount of money you earn from Tariffs get determined, anyway? Is it from imports or exports? Because I'm confused.

It's determined by what your POP's buy. See, when you sell stuff on the WM, it's the POP's who get the money - some of which you get back in tax. Then, they can spend this money buying consumer goods from the World Market - which will give you tariffs money if you use tariffs.

However, if you sell a consumer good on the WM, your POP's won't pay tariffs for that good - meaning low tariff incomes if you produce, and sell, most consumer goods!

This was supposed to be fixed/changed in the latest patch, though, but I'm not really sure about that.

The conclusion to be drawn out of this is that if you have a non-consumer goods industry, you'll get lots of tariffs while it's probably good to keep taxes down so your POP's can afford to buy stuff; if you have a consumer goods-oriented industry, you wont earn much from tariffs and should instead put your taxes higher.

At least, that's the theory I came up with just now.
