My favorite country at the time being is Russia. I am having just a couple of problems with my budget.

My goal on spending:
Full education, half crime, no social spending (right now I am lowering my consciousness in Russia) defense can be anything depending on my needs. Army spending at 70% and navy around 25%.

My goal on taxes:
Flat tax around 30%

My current problem is that my goal gives me about a 150 to 200 pounds a day deficit with full tariffs on. The only way I know how to correct this is to not sell any every day items on the world market. Sheep, clothes, furniture and liquor when turned off seems to get my tariffs up high enough to make a profit. Ofcourse manipulating the world market will give me troubles later on.

The only solution I can think of is to turn off all basic necessitiy factories and just produce military and building products.

Or build enough furniture and clothes factories to have a tiny surplus left over to make just enough luxury products.

I sure hope someone has a better idea out there because if I just make weapons I will have to start importing a ton of iron! Any suggestions?

Yes, change your goal. :D

At least at the start of the game. Full education is fine (and needed for Russia). Half crime should probably go to 0 crime (you can adjust it later if you have surplus). Personally I set navy to 0% (especially for a land power such as Russia).

It's the taxes though. At the start of the game, 30% in all 3 sectors is just way too low. You can go to 50% (or higher, for the poor) without causing too much unrest at the beginning of the game.

Once you have your industry rolling and have researched some of the techs that increase income, you can try to reduce taxes, etc., but I don't recommend it at the start of the game.

Raen's right. With Russia, you should set your poor taxes to 60%, that will double your income and allow you to industrialize so you can lower it later with little to no repercussions for at least 30 years.

Won't these high taxes make my peasants be more aware of their surroundings? I do not want my plurity to raise much.

In my UK game im in the 1880's with a plurity of about 15. I cant do this in Russia with no social reforms if I have high taxes, right?

Convert to a Democracy. Than pluarality helps you. As Russia I always convert to a Democracy ASAP. I hate democarcies in reality >to weak and soft to get things done timely< but in terms of this game they're simply the best.

Yes Democracies are for the weak but since Monarchies don't have any bonuses themselves >that I've noticed< there's no point in staying as one, it's just to much of a headache. At the very least become a Constitutional Monarchy. Personally I'd rather have a presidential dictatorship or a communist party in power. But i've never managed either.

Democracy has no weakness. Perhaps if you were prevented from waging minldess incessant warfare everywhere and anytime you wanted to it wouldn't be as good but as it is right now I can't think of a good reason why you wouldn't want to be one.

Other than waging war, the Monarch also protect the people from the demogogues that run rampant in democracies (even in this one :eek: ). The people stand united as one behind the Monarch and present a strong face to all enemies, domestic and foriegn.

But on topic, you should make priest to keep the people hooked on the greatest opium while you conquer Anatolia, Central Asia, China, India, Japan (not, keep hands of the land of the Rising Sun ;) ), America during the Civil War, etc, etc :D

Con mon I can go with, but the idea of a democratic russia at that time is too silly for me, although I admit there's no game reason not to turn democratic.

Do you think I can get away with going with a Democracy with high taxes and no social refroms with Russia? Oh and yes I make those clergymen.

If some reforms are needed (with Russia there so expensive) should I just give them healh care maybe?

These goals will be very feasable once you set up an economic boom and have a huge budget surplus.
Until then, expand taxes dramatically and industrialize... Police should not be at 100%... 70-75% deals with crime easily, and saves a lot of money (later on, though, when the big bucks come, feel free to put it up there)... Education, imo, is very useful cuz of the research bonus.
Anyway, with no social spendings you'll end up very rich once you industrialize. Then you'll be able to drastically lower taxes and such.

Don't bother with 75%; 100%, 50% or 0% are the only settings you ever want crime spending at depending if you want to reduce crime(and revolt risk), keep it level or just save money.

Hate to disagree with you, Darkrenown, but it is possible to keep crime virtually non-existent with a crime setting considerably below 100%, isn't it? And considering how expensive 100% crime fighting can be, I would think that something on the order of 60%-70% would be far more cost-effective. I do agree that if you're not going to be spending enough £ to reduce crime (i.e., at least 51%), then you're better off not spending anything and putting the money to better uses elsewhere.

If you don't have any crime then 50% will keep it that way, so I run at 100% when i can afford it to get rid of crime and then switch it to 50% to keep it that way. 60/70 is just a poor middle.

Wait a second. I thought with the way that Victoria deals with the crime slider that 51% setting on the crime slider has almost the same effect as any other setting up to a 100%. Maybe i misread that somewhere, but the way i under stood it was the difference in the amount of crime that was purged was not worth the money invested. Hence the guideline of 0%, 51%, or 100%.

Am i crazy? Did i dream this after an all night bender of Victoria? (I have dreamt abou this game b4 especcially after long MP sessions)

No, I think that you and Darkrenown have the forces of righteousness on your side here. My opinion came from the fact that when I have built up too much crime I find that putting the slider in the low 50s will take care of crime, but very slowly. So I slide it over well beyond 50 and then when the crime has backed off until it starts popping up again and staying in a couple of privinces. Then I bump it back up a bit and that often turns out to be just over 50%.
I just am not a good enough player ever to afford the full dose of crime-fighting! :D
