ok so im not such an expert at this game.any ways so ive noticed that sometimes provinces that uve occupied become owned provinces without anexaing that nation..i wanted to know how u make an occupied province an owned province without occupying it

What examples did you have in mind? The only cases that come to mind are Belgium and the Netherlands if Germany invades. In both those cases there are events that fire for the respect countries (called "The Belgian Capitulation" and similar for Netherlands) where they secede those provinces to Germany. There are a number of other events which involve this, although they generally involve events for both sides so it is more obviously event based (Anschluss, Sudetenland/Czechoslovakia, Memel, Vichy, Denmark, BP and so on)

In some cases there are events that give you provinces as "owned". Like when you invade Denmark as Germany, there's an event for Denmark that surrenders their territory to you. Similar for the euro-provinces of Belgium and the Netherlands. Bitter Peace secedes large parts of the Soviet Union to Ger without annexxing as well.

You could add more of such events, but in many situations a simply annexx would just be easier I guess.

Other than that, I'm not sure how you can change from occupied to owned....

My first ever emu! Anyway, there is another really obscure possibility (which only occured to me because it has happened to me in EU2), whereby a peace agreement is negotiated between the two alliance leaders (of which the player is neither) and the player gets provinces out of that.

I don't believe you will get a message informing you, so the provinces will just become yours. But playing as a major this will never happen, and even as a minor this is extremely unlikely.
