1. It's '45 - game should be long-over by then... but, I guess, you did say "late-game". Try attacking a bit earlier next time, like '41.
2. I may fail to see a reason behind using arty in Atlantic Wall, but I do see 3k arty deficit and occupied Britain, making Atlantic Wall somewhat redundant. Switching those over to template without arty and restricting them from using best infantry weapons (which are also over 60k in red) should help. Pretty much solved arty problem in a few days:

3. You are using same template (infantry+eng+arty) for occupation. Which you should switch to, at least, cavalry. This saves 30% in both manpower and IC:

Also, can request half a million men from Italy to help with garrison duty:

And change it to local police force to reduce manpower drain (since you do not have manpower to spare) and resistance. Compare damage figures:

Work on getting full AC+MP template - that has minimal losses and manpower requirements, IIRC.
4. Having Total mobilization is counterproductive if you are forced above Extensive Conscription (even more so if you're using Desperate Defence branch)
5. Majority of your tank divisions is not something suited for use in '45:

Not to mention you have no mobile units, despite using mobile warfare.
6. While I might not understand the grand design behind Leopard tank, I think that dropping half its armour (which light tanks aren't meant to have anyway) and some anti-tank capability (which is way behind AT regiment) for 40% reduction in cost is actually worth it; they'll still retain pretty much every other stat

Same for medium: fixed superstructure is for infantry support tanks (which in this game means purely defensive), or if you need to use oversized gun, for whatever reason. For example, this makes your medium tank 15% cheaper with double breakthrough, piercing, 50% soft attack and pretty much similar other stats:

7. Motorize all relevant hubs on army group level:

8. Halt all offensive until you solve equipment shortage and get proper mobile units that are able to quickly push towards hubs, thus denying enemy supplies, then encircling them.
