You mean contrary to using sprites like this?
If you want to use counters:
1) Disable the usage of "Unit Sprites" in the launcher:
2) Additionally: After the game has loaded and you either start a new game or load a game... after having chosen the country you are playing but before clicking on Start you need to go into the options and activate "Use Counters", "accept" and "start":

PS: In the image of the launcher you can also see how to load mods after you have installed them, lower right corner. If you want to get the full vanilla "DH full" experience you load "Darkest Hour Full" which is already pre-installed
