I've done this a number of times and i get the requirements for the most part. But this one is stumping me. And the tooltip doesn't even list a nation i don't supposedly control

Hesse: Emperor - capital is seiged down
Bohemia - My ally (not called in to war though that shouldn't matter)
Brandenburg - Ally, called into war
Cologone- Ally, called into war
Mainz - allied to emperor. capital seiged down
Palatinate - ally, called into war
Saxaony - allied to emperor, capital seiged down
Trier - allied to emperor, capital seiged down

The war was no CB against Saxony as that was the only way to get everyone in in case that matters

No, Bohemia is an ally of the player, so it should be taken off the checklist for occupied Elector capitals. Perhaps the issue might be that you don't occupy one of your allies instead? I can't really tell from the map

I never call in my allies into dismantling wars, because I had a couple attempts ruined by an elector ally peacing out and being forced to break their alliance with me.

From the wiki

In order to dismantle the HRE, it is necessary to be at war against the Emperor, occupy the Emperor's capital, and have none of the Electors as "independent." Whether an Elector is counted as "independent" is not determined by whether they are independent or subject nations. The conditions are:
  1. If the Elector is independent and does not join the war, it is "independent."
Bohemia is independent and did not join the war, and is therefore "independent", by the looks of things.

Thats not it. You can ally the elector and they can not be called in and still counts. The other electors i allied i just called in days before the screenshot as a proof of concept and the tooltip didn't change. If it did count. It would of listed them before so.

If the Elector is allied to the war leader against the Emperor, it is "not independent."

You can see that the Palatinate doesn't control it's capital (is it rebels?), and it's under siege. Once they have it back you should be able to dismantle.
