I checked the people I granted tribal land to.They were listed as having the wrong government type even though the tribal land is the only land they have.The requirements also don't show up in that the decision tab.Right now, there's really only way for a tribe to convert to a castle that I know of: if the person controlling that particular holding adopts feudalism directly. If you're tribal, the requirements will appear in the decisions tab.

Thing is,the characters only hold one county,and that's the tribal holding.Even so,they are still considered as having a wrong government for some reason.I'm playing 0.1.6 by the way.The first thing is an issue that I believe extends well beyond EK. In CK2, a character's government doesn't change based on their own capital holding. For example, if you grant a temple to a feudal character, they remain feudal rather than turning into a theocracy character. The second thing might be a problem from 0.1.6; are you using that or the SVN version? If you're on the SVN version, the requirements for converting from tribal to feudal should always be visible if you're playing as a tribal character.

So you are saying that if the Lord of the tribal territory wars previously a courtier in a feudal court,they will still be considered as feudal when enfeoffed with a tribal territory's?If they were already feudal in another court or such, holding a tribe won't make them tribal. They'll still be feudal.
I highly recommend switching to the SVN as there were many issues from 0.1.6 that got fixed. The SVN version also has a couple of decisions that help make sure holdings have owners with the proper government type ("appoint local magistrate" for individual holdings as well as a decision for baron and count tier characters to convert from feudalism to the government of their capital holding).
