Sounds like you're not updated to 3.04. Or you are and you're using some version that isn't updated to 3.04.

When you connect and synch with Steam you get access to the thread in the modding subforum.
The most updated version seems to be posted in it on the last few pages by General Gelre, contrary to the download link in its opening post.

However my latest version is suffering from an even worse and quicker crash that I'm desperately trying to fix
