Hey Ed-ward, 'Hearthbreaker' and 'Me, the Kingpin' are Revelations Achievements, these can be found in Small Anomalous Sites during a game. The be way to get a hero to level 20 would be through the campaign as Hero Level carries over between the missions. Otherwise you'd need to focus on leveling your commander during a scenario from 1 to 20.
