Help With 2 Issues Post Scourge (ironman)

Hey all. I have 2 problems in my game. We were able to beat back the 2nd wave of the scourge fairly quickly, and retook the one planet that they had captured.

Issue 1: The planet has declining pop due to over crowding but has 64 free housing spots.

The 2nd issue is that its been a couple years and the event hasnt moved forward. The area to the right of the screen shows where they entered and where some of the CP's resettled destroyed systems. The scourge is gone but event is still there.

Any thoughts?

I can see the entire galaxy, and looked around. I don't see any enemy ships anywhere.
