Help with 1870's Germany

- Weird flag in my Germany
- Problem with the Jacobins (those idiots rise everytime, even if i change the political party or if i make reforms)
- I can only create up to 13 soldiers?!
- extra point: how do i rise up my industrialization points?

(1) Your flag is the democratic flag, as dictated by your current form of government.
(2) Changing the ruling party causes severe unhappiness for all pops that do not support that ideology.
(3) You can only rais 13 brigades. It is likely that your soldier pops are below the mininum size to allow you to recruit them (an old V2 vanilla problem). Use the soldier NF to fix this.
(4) Increase your industrial output by building more factories, employing more craftsmen and researching factory throughput techs. Subside your industry if necessary.

Lastely:
Get AHD and HOD asap unless you want a sub-par Vicky 2 experience.
Then install the PDM mod and live happily ever after.

If i want to make another campaign right from the beginning, i should play with AHD or HoD? (remember i'm prussia and i have problems with the jacobins and industry improvement)

I consider HOD to be superior because of the included economic fixes, the army overhaul and the crisis mechanic.

P.S.: Obviously, i tried to enhance my industry technology by the "Techs" section, or by changing the ruling party to a "Konservative" one (or any party that supports state interventionism)-

One thing that is easily overlooked are the "Commerce" techs. These allow you to compete with other nations for goods that are not in high demand, increase your factory income efficiency (which in return means more $ for capis) and reduce overall subsides.
Speaking of capis: Try to create at least a handful in every state you own - the leftover budged is divided between all capis, which they can in return use to build new stuff for you (unless you have Planned Economy).
