When you annex, are you supposed to get the full amount of IC from those provinces? I have Yanan, 10, Xianyang, 5, Lhasa, 11, and one other worth 6 whose name I forget. I do lack rubber but it says that 21 is the maximum I would be able to have, now I only have 20. Shouldn't the max be 32? What could be causing this?

No, annexed provinces you did not have claims on and occupied provinces do not produce at full capacity. You get 33% from annexed provinces and 20% from occupied provinces, this can be raised by some security ministers however. The bonusses they give are added to these percentages so f.e. the 25% bonus of the Prince of Terror will give you 58% of the IC's of Annexed provinces.

This is why you will see players say that it is often more profitable to puppet a country instead of annexing. When you puppet you get ALL of the FULL potential of resources (except IC, of course) minus 100 units of each resource type. So if you need the resources, but not the IC, puppeting is generally more profitable. On the other hand, annexed territory qualifies as home territory for purposes of deploying newly built units. E.g. if the USA annexes Italy it can deploy new units directly there instead of having to ferry them across the Atlantic. So while it will net less overall resources that way (it doesn't need them anyway, but what the heck), it is strategically a very sound move for them to annex.

The amount of resources that you get from non national provinces in 1.06 is determined by difficulty levels. At first you get zero due to war damage. Then the resources rise back to whatever lowered limit they now have.

Playing on normal you get 50% of the previous amount of resources. Playing on very hard you get only 40%.

The accurate number for that is given only in the province stats and not in the ledger. That is also why you now see 9.8 resources in a province instead of whole numbers like 9 or 10.

Control or annexation status does not matter for resources. It does matter for IC as Robert Koop noted (20% for controlled, 33% for annexed). While some ministers can change the IC affect, there is no way to increase the amount of resources except by controlling more and evermore provinces. No tech in the game or ministers or province improvements changes the amount of resources. Conversion techs will help you convert existing resources more efficiently, but nothing increases the base number of resources in a province.
