Help understanding the source of this resistance

So I conquered some provinces from Vietnam, Cambodia, and Laos. They show HUGE resistance target.
According to the modifiers, the one in the screenshot, from Cambodia, should be 4% target (35+10+10-50-1), but actually gives 100% (capped from 104%). I have controled the province before, it had the same problem, and resistance grew until it got to 90% and rebelled (which by the way, doesnt fire any warning, I didn't realice until some time later it rebelled).
Taking it back reset the resistance to 0%, but the resistance target remains impossible to manage. I dont have problems with my garrisons, they are strong and well suplied.
I have searched everywhere for what generates this extra 100% resistance target, but so far no luck.

Do anyone knows what is the source of this extra 100% resistance target, and how to reduce it?

(Im not playing with mods, and I dont own resistance DLC).

France have done the focus French Union, which gives her colonies the choices of either be cored or be freed. The indochinese colonies chose to be freed so they now have a much higher resistance target, forcing France to free them.

And yea, it doesnt care about who actually owns the land now, and cannot artificially remove afaik. Tough luck man.
